Two Honored with Q4 Manager of the Quarter Award
Gina Jenkins
Gina Jenkins, senior director of Railroad Retirement Board Operations at Palmetto GBA, has been recognized with the 2024 fourth quarter Excellence in Leadership award. Under her outstanding direction, the performance of the Railroad Retirement Board Specialty Medicare Administrative Contractor (RRB SMAC) operations team has been consistently exceptional.
In the latter part of 2024, Gina’s contributions were particularly noteworthy. Under her leadership, the RRB SMAC contract was re-awarded to Palmetto GBA after a rigorous procurement process. Her contributions to the proposal were instrumental to the successful award decision. Her team’s superior performance on this contract was further validated by the latest Contractor Performance Assessment Report, which rated the operation as exceptional across all categories.
Gina’s commitment extends beyond her professional duties. When Hurricane Helene hit Augusta, Georgia, in early October, leaving the facility and much of the city without power and many homes damaged, Gina took charge. Despite her own home being without power for 10 days, she commuted regularly to Columbia, South Carolina, established an alternative worksite, coordinated the delivery of supplies and food to staff and secured hotel rooms for employees in need, sometimes using her personal credit card.
Gina’s remarkable leadership and dedication have made her an invaluable asset to Palmetto GBA. Her recognition with this Manager of the Quarter award is a testament to her outstanding contributions and unwavering commitment to excellence.
Vikki Toole
With more than 20 years of experience as Palmetto GBA’s manager of Quality Assurance, Vikki Toole is one of the most well-respected members of the leadership team and known across the organization as the quality guru. Her staff of 31 direct reports sing her praises for her guidance, empathy, open-door policy and team-building skills.
Vikki’s experience and commitment to excellence has also earned her the respect of customers at the Centers for Medicare & Medicaid Services (CMS), auditors, subcontractors and vendors. As a presenter for CMS Quality Control Plan audits and a participant in other vital meetings, she is a valued subject-matter expert, answering questions and providing deliverables on time.
Throughout her tenure, Vikki has made significant contributions to proposals and countless quality and process improvement initiatives, with her team often leading Division 10 in submissions. In 2024, the quality assurance team was tasked with and successfully developed a separate process for tracking and reporting on internal quality results for several contracts. Since the implementation, her team has continued to streamline and consolidate the processes.
In recognition of her outstanding contributions and team management skills, Vikki also has been named Manager of the Quarter and received the Excellence in Leadership Award.
